According to a Twitter announcement from Epic Games, it appears that the removal of Shockwave Hammer should only be temporary. It is Epic's intention to bring issues back into the game once they have been successfully addressed and resolved. Game updates are usually released on Tuesdays, but since it was just removed earlier this week, it may only come back on January 17 or January 24, which is rumored to be the next in-game Fortnite concert to begin time.
It's odd that Epic Games has kept quiet about this problem for so long considering that hotfixes may frequently cure gameplay difficulties. The online community theorizes that one of the reasons Epic Games was hesitant to deploy the Shockwave Hammer was that it required players to finish a time-limited Oathbound quest in order to locate it. Before the end of the month, Oathbound Quests' upcoming phase will launch, so maybe by the time it does, this melee weapon will have been corrected and made more balanced.
